គណៈកម្មាធិការកាកបាទក្រហមអន្តរជាតិ (ICRC) បញ្ជាក់ថា យោធិនកម្ពុជាទាំង ១៨រូប មានសុវត្ថិភាព និងមានសុខភាពល្អទាំងអស់គ្នា
(រាជធានីភ្នំពេញ): ដោយបានការអនុញ្ញាតពី ឯកឧត្តម នាយឧត្តមសេនីយ៍ ទៀ សីហា ឧបនាយករដ្ឋមន្ត្រី រដ្ឋមន្ត្រីក្រសួងការពារជាតិ ឯកឧត្តម ឧត្តមសេនីយ៍ឯក រ៉ាត់ ដារ៉ារ័ត្ន រដ្ឋលេខាធិការ ក្រសួងការពារជាតិ បានទទួលជួបសម្តែងការគួរសម និងពិភាក្សាការងារជាមួយលោក Jurg Montani ប្រធានគណៈប្រតិភូថ្នាក់តំបន់ នៃគណៈកម្មាធិការកាកបាទក្រហមអន្តរជាតិ ដែលប្រព្រឹត្តទៅនៅទីស្តីការក្រសួងការពារជាតិ។
នៅក្នុងជំនួបនោះ លោក Jurg Montani ក៏បានចែករំលែកផងដែរនូវព័ត៌មានអំពីការចុះសួរសុខទុក្ខជាលើកទី២នាយទាហានទាំង ១៨រូប នៃកងយោធពលខេមរភូមិន្ទ ដែលត្រូវបានភាគីថៃចាប់ខ្លួនកាលពីថ្ងៃទី២៩ ខែកក្កដា ឆ្នាំ២០២៥ គឺក្រោយបទឈប់បាញ់ចូលជាធរមាន។ ចំពោះការចុះសួរសុខទុក្ខលើកទី២ពីសំណាក់គណៈកម្មាធិការកាកបាទក្រហមអន្តរជាតិ (ICRC) នោះ បានទទួលព័ត៌មានថា ទាហានយើងទាំង ១៨រូប នៃកងយោធពលខេមរភូមិន្ទ ដែលកំពុងស្ថិតក្រោមការឃុំគ្រងរបស់ភាគីថៃនោះ គឺមានសុវត្ថិភាព និងមានសុខភាពល្អទាំងអស់គ្នា។
លោក Jurg Montani បានបញ្ជាក់ដែរថា ក្រុមការងារគណៈកម្មាធិការកាកបាទក្រហមអន្តរជាតិ បានប្រគល់សារដំណឹងគ្រួសារ ដែលកាកបាទក្រហមកម្ពុជាទទួលបានពីភរិយា បងប្អូន និងកូនៗរបស់ពួកគាត់ទាំង១៨នាក់ ហើយពួកគាត់ទាំង១៨នាក់ក៏បានសរសេរសារតបត្រឡប់មកវិញ ដោយស្របតាមអនុសញ្ញាទីក្រុងហ្សឺណែវ។ លោកមានប្រសាសន៍សង្កត់ធ្ងន់ថា «សារដំណឹងគ្រួសារនេះ មិនមាននរណាម្នាក់ដឹងពីខ្លឹមសារនៅក្នុងលិខិតក្រៅពីសាមីខ្លួន និងក្រុមគ្រួសារតែប៉ុណ្ណោះ សូម្បីតែមន្ត្រីបុគ្គលិករបស់កាកបាទក្រហមកម្ពុជា ក៏មិនអាចដឹងបានដែរ ព្រោះនេះជាការសម្ងាត់។ ដោយឡែកពាក់ព័ន្ធជាមួយរូបភាពវីរយុទ្ធជន គឺយើងមិនអាចបញ្ចេញរូបភាពបានទេ គឺស្របទៅតាមច្បាប់មនុស្សធម៌អន្តរជាតិ។»
សូមគូសបញ្ជាក់ផងដែរថា រាជរដ្ឋាភិបាលកម្ពុជា បាននឹងកំពុងធ្វើការយ៉ាងសក្រាក់សស្រាំឥតឈប់ឈរ នូវគ្រប់យន្តការដោះស្រាយទាំងអស់លើករណីនេះ ដើម្បីឱ្យភាគីថៃ ដោះលែងកងកម្លាំងរបស់យើងទាំង១៨នាក់នោះ វិលត្រលប់មកវិញឱ្យបានឆាប់រហ័សជាទីបំផុត និងដោយសុខសុវត្ថិភាព។
រាជរដ្ឋាភិបាល ក្រសួងការពារជាតិ និងកងយោធពលខេមរភូមិន្ទ មិនដែលបោះបង់កងកម្លាំងរបស់យើងណាម្នាក់ចោលនោះឡើយ ទោះក្នុងកាលៈទេសៈណាក៏ដោយ។
(Phnom Penh): Tuesday September 9th 2025 at Ministry of National Defense, with the authorization of H.E. General Tea Seiha, Deputy Prime Minister and Minister of National Defense, H.E. LTG. Rath Dararoth, Secretary of State – Ministry of National Defense, received a courtesy call and held working discussions with Mr. Jurg Montani, Head of the Regional Delegation of the International Committee of the Red Cross (ICRC).
During the meeting, Mr. Jurg Montani also shared information regarding the second visit to the 18 soldiers of the Royal Cambodian Armed Forces who had been captured by the Thai side on July 29, 2025, after the ceasefire agreement had taken effect. According to this second visit conducted by the ICRC, it was confirmed that all 18 Cambodian soldiers currently under the captivity of the Thai Military are safe and in good health.
Mr. Jurg Montani further emphasized that the ICRC team delivered family messages collected by the Cambodian Red Cross from the wives, siblings, and children of those 18 soldiers. In return, the soldiers also wrote letters back, in full compliance with the Geneva Conventions. He stressed: “The contents of these family messages are strictly confidential; no one other than the sender and their families may know what is written. Even staff members of the Cambodian Red Cross cannot access them, as confidentiality must be respected. With regard to photographs of the detained soldiers, we cannot release any images, in accordance with international humanitarian law.”
It must also be underscored that the Royal Government of Cambodia has been and will continue to make tireless efforts, using all available mechanisms for Thai military to release and return our 18 soldiers as quickly and safely as possible.
The Royal Government and the Ministry of National Defense, and the Royal Cambodian Armed Forces will never abandon any of our troops under any circumstances.
